Project: To Enhance Access to Comprehensive Healthcare Services for Conflict-Affected Population in Mykolaiv and Kherson Oblasts

About the project

Residents of frontline, de-occupied, and remote communities in Mykolaiv and Kherson oblasts continue to face significant barriers to accessing healthcare due to damaged medical infrastructure, shortages of healthcare professionals, and the ongoing security situation. As a result, many people are unable to receive timely medical consultations or undergo essential diagnostic examinations.

The project combined the work of telemedicine centers and a mobile medical team, enabling people to access medical consultations, undergo diagnostic examinations, and start treatment in a timely manner closer to where they live.

 

The project provided comprehensive patient support throughout the entire care pathway—from the initial consultation to further diagnosis and treatment. Following a telemedicine consultation, patients could receive referrals for additional examinations, undergo diagnostic procedures during visits of the mobile medical team, or be referred to specialized healthcare facilities when needed. This integrated approach supported early detection of health conditions and ensured continuity of medical care.

Project objective

To restore and ensure continuous access to quality healthcare services for people living in frontline, de-occupied, and neighbouring communities through the operation of telemedicine centers and a mobile medical team.

Throughout the project, the team regularly returned to the same communities, ensuring continuity of care. Patients could receive follow-up consultations, undergo monitoring examinations, and obtain further treatment recommendations. This approach strengthened trust among community members and provided continuous, patient-centred medical support.

Within the project, patients could receive free of charge:

  • consultations with family doctors and medical specialists, either remotely through telemedicine or during visits of the mobile medical team;

  • diagnostic examinations, including ultrasound, ECG, retinal imaging, laboratory tests, and rapid blood testing;

  • preventive check-ups and early disease detection;

  • referrals for additional examinations, prescriptions, and treatment recommendations;

  • follow-up consultations, interpretation of test results, and adjustment of prescribed treatment;

  • access to a second medical opinion;

  • a clear referral pathway for further diagnosis and treatment.

Telemedicine Centers

As part of the project, the first telemedicine centers were established in Mykolaiv Oblast, along with two new centers in Kherson Oblast, including one located directly in the city of Kherson.

The telemedicine centers became permanent access points for healthcare services. Nurses supported patients throughout the consultation process by conducting initial assessments, assisting with digital medical equipment, and coordinating online consultations with doctors across a wide range of specialties.

Throughout the project, new healthcare facilities and medical specialists joined the telemedicine network, expanding the range of available consultations, including access to pediatric specialists.

Six telemedicine centers were established and operated as part of the project:

A thirteenth telemedicine center is operating in the Kherson region.

Over the course of the project, XX telemedicine consultations were provided:

Telemedicine centers became an essential part of healthcare delivery in the communities, providing access to medical specialists even in areas where such services were unavailable. They also complemented the work of the mobile medical team, ensuring continuity of care between field visits.

Through the telemedicine centers, patients could consult family doctors, more than 30 medical specialties, psychologists, and other healthcare professionals from across Ukraine.

Mobile medical team

The mobile medical team visited communities every month, with the composition of specialists tailored to the current healthcare needs of the local population. This flexible approach made it possible to respond quickly to community needs and provide the most relevant medical services.

Throughout the project, patients received consultations from neurologists, pulmonologists, cardiologists, gastroenterologists, endocrinologists, gynecologists, breast specialists, ophthalmologists, otolaryngologists (ENT specialists), vascular surgeons, ultrasound specialists, pediatricians, rehabilitation specialists, and other healthcare professionals.

During field visits, the team also provided a wide range of diagnostic services, including ultrasound examinations, preventive screenings, retinal imaging and intraocular pressure measurement using an Icare tonometer, laboratory testing, rapid complete blood count (CBC) analysis, and other point-of-care diagnostic procedures. These services enabled timely diagnosis and informed decisions on further treatment and referrals.

Support for patients with limited mobility:

Particular attention was given to older people, persons with disabilities, and patients living with chronic conditions, for whom access to healthcare was especially challenging. By combining telemedicine centers with the mobile medical team, the project enabled these patients to receive specialist consultations and essential medical services closer to home, reducing the need for long and often difficult travel.

Patient Stories

Early diagnosis can make all the difference

For several months, a woman postponed visiting a gynecologist because reaching a specialist was difficult. The visit of the mobile medical team became her first real opportunity to receive a medical examination close to home. During the consultation, the doctor identified changes that required further investigation. She immediately received a referral to a specialist along with recommendations for the next steps. Thanks to timely screening, she was able to begin further diagnostic examinations without delay.
